Activities

The Finnish Center for Integrity in Sports FINCIS promotes ethical conduct in sports in cooperation with its partners. The vision of FINCIS is that in the future, Finnish sports will be a forerunner in ethical conduct. FINCIS’ areas of responsibility include anti-doping activities, preventing the manipulation of sports competitions and promoting spectator comfort and safety as well as current questions in sports ethics. Currently, the most significant challenge is inappropriate behaviour in sports. The main themes of FINCIS’ activities are reliably, fairly and together. 

FINCIS’ objective is to guarantee that everyone has an equal opportunity to participate in ethically sustainable sports through close co-operation with other parties. The purpose of the activities is to defend clean sports, safety and fair play, improve the reputation of sports, protect sports stakeholders, strengthen ethics in sport and ensure the values of justice and honesty in sports. FINCIS is engaged in extensive co-operation with a wide variety of parties from different sectors of society. It also develops new operating methods and solution models through exchange of information, co-operation and shared knowledge for the sports culture and other sectors of society. 

Tasks of FINCIS

FINCIS is responsible for implementing international treaties on anti-doping activities, manipulation of sports competitions and spectator comfort and safety in Finland. In addition, FINCIS supports ethics in sports in co-operation with other parties and actively initiates and participates in discussions. 

In order to fulfil its purpose, FINCIS:

  • Works as a partner. Co-operational activities include initiating discussions, co-operation with authorities, listening to other parties of society, active participation in national and international co-operation networks and establishing and developing networks.
  • Supervises and provides instructions on compliance with codes and standards and creates new operating models and guidelines in co-operation with other parties.
  • Influences and issues statements about national and international activities regarding ethics and national legislation and interpretations by authorities.
  • Produces communications, training, studies and reports that support these objectives.
  • Conducts research that supports disciplinary activities.

Members and funding

FINCIS is a non-profit organisation that receives its primary funding from the Ministry of Education and Culture’s lottery funds. FINCIS’ state subsidies in 2021 are worth EUR 3.22 million.

FINCIS has four members:

•    the Finnish Olympic Committee,

•    the Finnish Paralympic Committee,

•    the Finnish Society of Sports Medicine and

•    the Finnish Government, represented by the Ministry of Education and Culture.

Environmental Programme

FINCIS's Environmental Programme 2023–2026 introduces a comprehensive and systematic environmental perspective. The Environmental Programme is particularly focused on the issues that can be influenced nationally and internationally within the framework of the Anti-Doping Rules and standards.
