The task of FINCIS (Finnish Center for Integrity in Sports) is to reinforce an ethically sustainable sports culture in co-operation with other parties. The purpose of FINCIS is to promote ethical sports in co-operation with sports organisations and other organisations that promote sports in the context of national and international conventions and, for its own part, be responsible for doping control and prevention of manipulation of sporting competitions and ensuring spectator safety in Finland. In addition, FINCIS supports ethics in sports in co-operation with other parties and actively initiates and participates in discussions.
FINCIS’ objective is to guarantee that everyone has an equal opportunity to participate in ethically sustainable sports through close co-operation with other parties. The purpose of the activities is to defend clean sports, safety and fair play, improve the reputation of sports, protect sports stakeholders, strengthen ethics in sport and ensure the values of justice and honesty in sports. FINCIS is engaged in extensive co-operation with a wide variety of parties from different sectors of society. It also develops new operating methods and solution models through exchange of information, co-operation and shared knowledge for the sports culture and other sectors of society.
FINCIS implements measures required under international treaties on anti-doping activities, preventing manipulation of sports competitions and improving spectator comfort and safety. FINCIS supports sports federations and other sports stakeholders and acts independently in these matters by being responsible for doping control activities through training and research activities, for instance. In addition, FINCIS supports general ethics in sports in co-operation with other parties and actively initiates and participates in discussions. In general ethical issues, FINCIS is not in charge of operational activities such as providing services to sports federations, clubs or athletes. The Olympic Committee is in charge of these matters in co-operation with the sports federations.
FINCIS is a non-profit organisation that receives its primary funding from the Ministry of Education and Culture’s lottery funds. The members of FINCIS are the Finnish Olympic Committee, the Finnish Paralympic Committee, the Finnish Society of Sports Medicine, and the State of Finland, represented by the Ministry of Education and Culture.
Members of the association form a quorum in the meetings of the association. Between the meetings of the association, the FINCIS Board of Directors in charge of the association’s matters. An office led by the Secretary General according to the instructions and regulations issued by the Board of Directors is in charge of FINCIS’ operational activities. The staff of the office consists of 15 employees.
The FINCIS Annual Meeting is responsible for appointing an independent Anti-Doping Supervisory Board in charge of processing cases and deciding whether the action of an athlete or another person falling within the scope of application of the Anti-Doping Code is to be regarded as an anti-doping rule violation under the Code.
The Therapeutic Use Exemption Committee (TUEC) appointed by the Board of FINCIS may, on written application by an athlete, grant a TUE for a specified time for the use of a substance or method prohibited in sports in accordance with the International Standard for Therapeutic Use Exemptions approved by WADA. The TUEC includes five physicians as its members. The members are bound by an obligation of confidentiality.
